Amnesty International is concerned that in their response to the attacks of 11 September, a number of states have introduced or are considering introducing measures that violate human rights standards. The challenge to states is not to promote security at the expense of human rights, but rather to ensure respect of human rights for all, including their own citizens, refugees and minorities.
