Bhutan: nationality, expulsion, statelessness and the right to return

This document outlines the application of international human rights standards to questions of nationality, statelessness and repatriation and examines various country situations and repatriation programs. The prime aim of this document is to assist in bringing about a solution to the situation of nearly 100, 000 people, most of whom claim to be from southern Bhutan, who have been living for nearly ten years in refugee camps in eastern Nepal. It is hoped that it may also be of use to other governments trying to find solutions to other protracted refugee crises around the world.
