This policy extends the main objectives of UNHCR’s Urban Refugee Policy to refugees residing in camps and outlines UNHCR’s strategy to provide durable solutions for refugees while avoiding the creation of refugee camps wherever possible.

UNHCR Policy on Refugee Protection and Solutions in Urban Areas (2009)

This policy replaces UNHCR’s 1997 urban refugee policy statement and outlines the capacity and principles upon which UNHCR will engage with urban refugees in developing and middle-income countries in coming years.
