Refugees have been disappearing from public discourse for many years, supplanted by the economic migrant, the fraud, the terrorist, the illegal, the smuggling customer, etc. One effect has been to prepare the political ground for laws that actually make refugees disappear by deterring their arrival and expediting their rejection. Professor Macklin will discuss two recent initiatives that illustrate this phenomenon: The “Balanced Refugee Reform Act” and the “Preventing Human Smugglers from Abusing Canada’s Immigration System Act”.
