This document summarizes information contained in the report: Colombia: Return to Hope, June 2000, AMR 23/23/00. Athough Amnesty International welcomes the support the international community can bring to end the internal conflict, the organization is concerned that the proposals which the Colombian Government is presenting to the international community as “Plan Colombia”, fail to address the causes of systematic and widespread human rights violations.
