Amnesty International has concerns relating to the fighting in Iraq, its effect on civilian population and infrastructure, and other consequences, including in Council of Europe member states. AI are also concerned at the failure of states to respect and ensure respect of the laws of war, including the protection of civilians. Council of Europe member states have failed to offer full protection to people fleeing the fighting or to respect the rights of anti-war demonstrators.
