Macedonia: protection of Kosovo Albanian refugees

Large numbers of ethnic Albanian refugees from Kosovo have fled to the neighbouring state of the Former Yugoslav Republic of Macedonia (FYROM). As of 10 May 1999, the number of refugees in Macedonia was estimated by the United Nations High Commissioner for Refugees (UNHCR) to be 241, 000; however, there are new refugees arriving every day, often thousands. This report will focus on a number of policy issues raised by the response (of the Macedonian authorities and the international community) to this refugee flow.
