United Kingdom: comments on initial proposals for emergency legislation

In the wake of the attacks of 11 September 2001 in the United States, on 15 October 2001 the UK Home Secretary announced a package of emergency measures which will be placed before Parliament in mid-November. It is the obligation of the government to ensure the protection of human rights of all people in the jurisdiction.
